Specific pre-requisites apply to the course itself and some units of competency. A pre-requisite is something that must be done first before you can progress to the next stage.
Basic course pre-requisites
Entry into this qualification is based upon the following requirements:
- Applicants must be a qualified plumber holding ‘Practitioner’ or existing ‘Certifier’ licensing
- Participants wishing to undertake the full Certificate must have also successfully completed the gas fitting stream during their apprenticeship
- Some early Cert III gas units are NOT accepted by CBOS. Applicants for gas licensing will need to confirm if their Certificate III qualification is still approved by the Licensing Regulator (CBOS). You may need to undertake an upgrade course in Cert III units AND Cert IV units for certifier licensing. Contact CBOS before enrolment and quote the qualification number on your Certificate.

Some units must be completed before progressing past a certain point. These include:
Common Units
- CPCCBC4012 Read and interpret plans and specifications – The course includes important skills in plan-reading, interpretation and drawing that are used repeatedly throughout the qualification.
- CPCPCM4015 Access and interpret regulatory requirements for the plumbing and services industry – this unit covers the fundamental skills required of Certifiers to determine the statutory and regulatory guidelines relevant to all prescribed plumbing work under the National Construction Code. This knowledge will then be applied regularly in all subsequent Design units.
- Once these 2x Common units are complete you can move onto the specific stream units that you require
- Restricted Electrical Licence Course – Prior to commencing the unit ‘Service Type A gas appliances’ you must complete the following units:
- UEECD0007 Apply work health and safety regulations, codes and practices in the workplace
- UEERL0004 - Disconnect - reconnect electrical equipment connected to low voltage (LV) installation wiring
If you have completed an earlier version of REL please contact us to confirm units with current Licensing requirements.
NOTE: The REL course is NOT an integral part of the Certificate IV in Plumbing and Services qualification and as such will require you to seek separate funding assistance from Keystone Tasmania prior to commencement.

However, you can apply to Keystone Tasmania (formerly the Tasmanian Building and Construction Industry Training Board - TBCITB) for course fee assistance.
Keystone Tasmania is an independent organisation established in 1990 to provide workforce development support to the Tasmanian construction industry.
TasTAFE has no part in this process and it is entirely your responsibility to apply to Keystone Tasmania in the required timeframes.

This qualification is offered in a structured classroom-based delivery mode. This will allow you to plan your progression towards your licensing goals with some degree of certainty.
Progression
Units are offered on a structured delivery model per Semester. There are two semesters each year and classes begin in February and July respectively.
Standard course progression
Our standard course progression is based day release and block delivery alternatives.
Block delivery training
We offer a block delivery mode for a range of licensing units. Students will work through the same course content and assessments as provided during night classes but all within a more intensive daytime programme. This option has the potential to allow much faster completion of required units.
This mode of delivery is particularly suitable for students who for a range of reasons cannot attend regular night class offerings at major campuses and is particularly suitable for the following:
Those from regional and remote areas within Tasmania
- Interstate students
- Employers wishing to undertake CPD refresher training during business hours
- Plumbing Surveyors and Building Designers
- People who fulfil a carers’ role after hours
- Those wishing to complete their training as fast as possible
Potential participants should be aware that the block release format is very intensive, often covering multiple in-depth subjects and tight assessment timeframes. It should not be regarded as an easier option to night classes.
Duration
Depending on the unit itself you can expect that most subjects would be delivered in blocks of 5 consecutive days. Full course completion would be subject to your ability to attend multiple units, but potentially you would most likely complete the training necessary for at least 4 license streams within two Semesters (12 months).
The following applies when you may need to cancel a booking
Booking cancelation procedure
Sometimes work and life pressures may demand that you cancel a course booking. When this happens, you must inform TasTAFE Plumbing at least three business days before course commencement. To ensure we can allocate a place to someone on a waiting list, strict cut-off dates apply to all courses and no refunds will apply after such dates.
Where we receive no notification and you do not show up for the course, the following will apply:
No refund of course fee
You name will be removed from ALL Cert IV course bookings and your place given to someone on the waiting list

Upon successful completion of each unit, students will be awarded a Statement of Attainment. Students who elect to complete all 15 units will be awarded a CPC40920 Certificate IV in Plumbing and Services (Operations).
